Since 2005 the specifications for passport photographs have been tightened substantially to meet the requirements of the new international biometric passports currently being introduced worldwide.

When the passport office receives your application your photograph is scanned. From this, your facial measurements are ascertained. Distance between,chin, crown, eyes and ears are very accurately measured to create a biometric unique to you. This information is contained on your new passport. Nationally up to 20% of all passport photographs submitted are rejected either at the post office or passport office because they don't conform to these guidelines, essentially your photo cannot be scanned accurately enough to generate the biometric measurement.
